Psychosocial hazards are now clearly embedded within WHS law, shifting organisational focus from awareness and intent to demonstrable compliance.
In this panel discussion, representatives from multiple WHS regulators will examine how psychosocial risk management is being assessed and enforced in practice. The panel will discuss emerging enforcement trends, common compliance gaps, and how regulators evaluate organisational maturity across the psychosocial risk management lifecycle – from hazard identification and consultation through to controls, monitoring and review.
The conversation will provide clarity on what regulators expect organisations to have in place, the types of evidence used to demonstrate compliance, and how enforcement approaches are evolving as regulatory attention increases. This session offers practical insight for organisations seeking to strengthen compliance, meet due diligence obligations, and build more robust, defensible approaches to psychosocial risk management.

Amy Salmon
Principal Psychological Health and Safety Specialist
Amy Salmon is a Registered Psychologist and is the Principal Psychological Health and Safety Specialist at WorkSafe Victoria. Her team of Senior Psychological Health and Safety Specialists focus on prevention of psychological injury in Victorian workplaces. They provide specialist advice into the development of statutory guidance and legislation, as well as education, compliance and enforcement activities.
Amy has extensive experience consulting to organisations to identify risks to psychological health and safety and to develop tailored solutions to meet their needs. Amy has experience in the development and delivery of training programs and leadership coaching within both the public and private sector, and is passionate about creating psychologically safe and healthy workplaces.

Professor Tony LaMontagne
Professor of Work, Health, & Wellbeing
Tony LaMontagne is Deakin University’s Professor of Work, Health, and Wellbeing. His career has been dedicated to developing the scientific and public understanding of work as a social determinant of health, and translating this research into policy and practice to improve workplace and worker health. Specific areas of interest include workplace mental health, improving job quality and psychosocial working conditions, and evaluating policy interventions. His research has influenced policy & practice in workplace health both nationally and internationally, including OH&S authorities, mental health NGOs, the National Mental Health Commission, (what’s left of…) the US Occupational Safety & Health Administration, the International Labour Organisation, and World Health Organisation.

Jo Bartley
Head of Prevention and Education
Jo Bartley is the Head of Prevention and Education at iCare, where she leads teams delivering prevention programs, education and risk advisory services to employers across the NSW public and private sectors.
For the past two decades, Jo has worked across psychology, safety and risk management in Australia and internationally. Known for her passion for prevention and her practical approach, she helps organisations strengthen safety culture, manage psychosocial and physical workplace risks, and support leaders to take a more proactive approach to preventing workplace harm.

Dr John Fitzgerald
Consultant – Psychosocial Risk Management
John Fitzgerald is a self-employed consultant helping businesses understand and meet their legal and social obligations to manage psychosocial risks at work. He provides national evidence-based leadership and advice on mentally healthy work programs, innovations, assessment, and intervention. John previously led the Mentally Healthy Work team at WorkSafe New Zealand. He is a New Zealand Registered Clinical Psychologist who has worked in adult mental health, alcohol/drug services, and child & family psychological health. He is a skilled and experienced educator and trainer and has previously been a Senior Lecturer in Clinical Psychology at Massey University. John is a Fellow of the NZ Psychological Society.
